On 21st January 2020, Ofsted published its annual report on education, children’s services and skills
New behaviour judgement
The report marked the introduction of Ofsted's new 'behaviour and attitudes' judgement which recognises the impact of disrupted classrooms on children's learning as well as pupil and teacher wellbeing.
"A good education starts with a great curriculum and good teaching, and also helps children develop self-regulation and resilience. Good pupil behaviour is essential for teachers to be able to teach well. If classrooms are constantly disrupted, pupils’ learning is disrupted. That is why we have introduced a new ‘behaviour and attitudes’ judgement."
Ofsted state the new judgement sets to focus on areas that contribute to positive behaviour and attitudes to give pupils the greatest opportunity to achieve positive outcomes.

Behaviour and SEN

Over 1.3 million pupils (15% of all pupils on roll) have SEND. Of these, just over 1 million pupils recieved SEN support in 2018/19 and 270,000 had an EHC plan.

Pupils with SEND are over 5 times more likely to have a fixed-term exclusion and are 5 times more likely to be permanently excluded than pupils without SEND.

The primary need for just over half of pupils with SEND at the time of exclusion was recorded as social, emotional and mental health, despite this being only the third most prevalent primary need.
