On 27th January 2020 the DfE released draft guidance on the engagement model, a new form of assessment for pupils working below the standard of the National Tests. The engagement model replaces P Scales 1-4 and will become statutory from the 2020/21 academic year.
Who should be assessed using the engagement model?
The engagement model must be used for KS1 and KS2 pupils who are working below the standard of the national curriculum and not engaged in subject-specific study. Pupils assessed using the engagement model are usually described as having severe or profound learning difficulties.
How will pupils be assessed?
The model breaks engagement into 5 areas - exploration, realisation, anticipation, persistence and initiation.
This allows teachers to assess:

how well pupils are being engaged in developing new skills, knowledge and concepts

how effective the special educational provision is in empowering pupils to progress against the outcomes of their EHC plans

pupils' achievements and progress across the 4 areas of the SEND Code of Practice.
How should schools use the engagement model?
The engagement model should be used in conjunction with the school's existing planning and assessment systems. From the 2020/21 academic year schools will be required to:

use the engagement model to assess pupils who are working below the standard of national curriculum assessments

report to the DfE which pupils are being assessed using the engagement model
-
ensure that evidence relating to pupils' achievements and progress is reported as part of the end of year academic report.
